We are to give according to what we have.

For if the readiness [to give] is present, it is acceptable according to what a man has, not according to what he does not have (2 Corinthians 8:12).

If you have $10 and owe $10 to someone, but rather than pay your debt you give the money to a religious organisation, God does not accept your offering. It is “unacceptable” to Him.
